7-zip?
7-Zip is an LGPL'ed file archiver that purports to do better than WinZip on regular Zip files. Noteworthy is ts support for RAR, bzip2, rpm's and deb's (among others). It also provides a new compression method, 7z, which is of course, claimed to be tighter than any other. Only problem is it's Windows only.

I have tried it on a few random things (source files, Word Docs, etc) and it truly does shrink things down better than WinRar, WinAce, and Winzip (all using their best (highest compression ratio) settings).
I don't know what language the compression algorithm is written in, but I doubt it would be all that hard to implement it as a command line tool for other OS'es.
