Elsevier has created an RSS 1.0 module for PRISM, the Publishing Requirements for Industry Standard Metadata. So the question is, when an aggregator gets a PRISM enhanced feed, what can/does it do?

Perhaps its not for aggregators? Seems like it would be more useful for site to site syndication. (a wild notion in this day and age, I know :)
