If you accept the position that standardizing stuff is a good thing -- and I think it is, but only for stuff that has matured, then Mats Henricson
points out that the JCP is unusual in producing not only specification documents but also reference implementations and test suites (TCK's). The IETF's practice is to require two independent/competing implementations for something to be standardized, but doesn't require the test suite.

He is wrong about the W3C. They recently started ramping up their test case requirements, see http://www.w3.org/QA/
Secondly, they do require that each feature in a spec must be implemented by two implementations although there is no requirement for any implementation to implement an entire spec.

On QA: it's nice to see them getting their act together on this.
On feature-wise implementations: I think that this is stupid. The point of reference implementations is to test for compatibility/interoperability. Feature implementations are research projects to determine if a feature is usable/workable. This has its place, but its not the same as a reference implementation.
I can't believe I'm defending the JCP...
